When Moshe Levinger and his friends went to Hebron for the first time, they asked for an entry permit 'just to celebrate the Seder night'. They have been there for 40 years and in that time their number has grown to about 300,000 people. Today their number is large enough, and their dispersion is wide enough, to ensure that a peace settlement with the Palestinians is not possible without addressing the settlement issue.
