This speech was presented as part of 'Hyde Park' on the state of the legal system in Israel The Public Debate Club

In the public debate, the participants presented positions that touched on the welfare system and its limitations - legal, ethical and economic issues such as: the sources of inequality, different aspects of poverty, and different approaches to addressing the problem of poverty.

Below is a summary of the positions presented as agreed upon during the discussion.

I want to prove that the social disparities stem from the lack of supervision of childbirth and children, when the matter has two aspects: the lack of supervision is a moral problem, and in addition, from a practical point of view - legal and economic it causes poverty.

Lack of supervision
One of the moral principles we feel without thinking is the principle of work and rewarding justice. Our natural conception of justice is that someone who does good deserves a reward, and someone who does bad is punished. We all feel that way and it sounds good to us.
But a newborn? Today, those who are irresponsible and careless create children without a way to take care of them, and without caring about it. On the other hand, the concept of natural justice protects him from being held accountable. The reason is that we have a moral problem in that if we try to punish the parent we punish the child.
After all, if we throw the parents in jail, the child will die. The moral problem defeats the method of retributive justice. Things like creating children without the possibility of treatment happen - a poor, deprived, hungry child is born.  

Today, measures are used that deal with one angle of this dilemma - the result is child allowances. And so there are cases like the Bedouins who are rewarded for irresponsibility. I saw it as a girl in the Negev. They make 40 children from 4 women. You get a lot of money, and instead of raising the children, the father buys a car. This is how we reward those who do the bad things.

The problem has a legal angle - there is no way to deal with it because the legal system takes children of drug addicts, but it is dealing with the problem after it was created because there is no way to monitor the birth. It is also financially impossible to take all these children, and this is what creates the problems because it is impossible to send them all for adoption and in any case this does not punish the parents for irresponsibility but only saves them the expenses.

About the public debate club

As part of the club, a monthly 'Hyde Park' is held, that is, an open public discussion on a topical issue, in which each participant presents his positions in a limited time, and receives feedback from the other participants and the moderator Guy Yariv. The goal of the club is to improve public discourse and allow for in-depth discussion of controversial issues while learning rhetoric and improving speech and persuasion skills.
The club is open to the public and includes support for participants who suffer afraid of what Or they have no experience in public speaking.
