You get a lot of money, and instead of raising the children, the father buys a car. This is how we reward those who do the bad things. The problem has a legal angle - there is no way to deal with it because the legal system takes children of drug addicts, but it is dealing with the problem after it was created because there is no way to monitor the birth. It is also financially impossible to take all these children, and this is what creates the problems because it is impossible to send them all for adoption and in any case this does not punish the parents for irresponsibility but only saves them the expenses.
