Summary of environmental quality discussion - suggestions
in the second part of The public debate (‘Hyde Park') on the subject Environmental quality in Israel, three groups presented their proposal for improving the state of the environment in Israel. Each group was given 15 minutes to plan, as well as two 2-minute speeches to present their position and refer to the positions of the other groups. In practice, the teams chose to address the problem presented by one of the team members in the first round, although there was no obligation to do so.
Nir –Imposing financial sanctions on environmental criminals
impose fines on polluting factories, agricultural bodies that exceed water quotas, polluting vehicles in central cities
the goals
- Funds for the Ministry of the Environment, and these can help the ministry to prevent harm to prevent and eliminate the damages.
- Purchase of monitoring and measuring devices, to improve the measurement and verify who the polluters are, and to improve the fines
- The funds that will be raised from the fines will finance treatment of the victims
Margo - raising the price of the deposit on bottles
Roy and I would like to propose an increase in the price of the deposit on bottles, to encourage recycling
We thought about how to increase motivation among users and increase recycling. We concluded that high deposit fees would do this.
The modus operandi is that everyone who uses the bottles will be given a preference to return the bottles to places where you can get the money such as supermarkets and containers. And Roy raised the issue that even those who do not recycle, thanks to the large deposit, will bring homeless and needy people to recycle. And we will earn charity or something along those lines.
In conclusion, the law is to raise the deposit, something that will encourage recycling
Diana - action in parallel channels to increase the amount of water
Mark and I thought about expanding the water sources in all kinds of ways as a way not to rely on the Kinneret and this type of solution.
We thought of water desalination as a solution that happens all over the world and also in Eilat. It has worked for many years and has proven itself.
Another method is glaciers - less available because you need a country that has to give
Or it is possible to import drinking water to avoid using the Sea of Galilee as a source of drinking water
We try to find side solutions to
Vladimir - backup for Nir, response to Diana and Margo
ANee wants to refrain from the solutions of the other groups - a deposit encourages criminal organizations, and thus they grow stronger from a semi-legal circulation. And increasing the deposit will increase the price of the drinks, the manufacturer will receive less return, it will increase the price and the weaker layers will be harmed.
Desalination is expensive and the facility in Hadera is not active, and importing it is cumbersome.
Our solution is such that the small citizen and the economic companies have no motivation today to protect the environment, and if a sanction is needed then give a sanction.
For example, a factory that will pay a fine will switch to another technology or change location. Even a person who receives high taxation will drive less or switch to a polluting vehicle.
The proposal will also solve the problem of a lack of environmental quality budgets, and thus it will be possible to enforce more
Roy - backup for Margo, response to Diana and Nir
Margo talked about a law for a deposit - they will be more careful about bottles
Regardless of criminal organizations more bottles will be recycled and stop getting dirty.
Nir suggested looking for sources of waste and punishing the waste. I, as a polluting factory, would store the garbage and store it at another factory or at sea, and then it is impossible to know where it comes from.
Glaciers were not explained, how will you bring them? A ship plane? It will melt on the way
Diana - tug at sea
Desalination is not new, it exists today in Eilat and if there was a solution they would use it.
Importing water is done in bottles, and if there was a solution, they would do it.
Mark – backup for Diana, response to Margo and Nir
I will refer to the solutions presented -
Sanctions are good but with limited liability, because not a creative solution. You collected money from here and there but did not solve the problem.
Also in bottles - those who have no money will collect, but anyone with a good financial level will not bother even if it is a shekel or half a shekel. The crime families will celebrate but there will be no recycling
Our solution is really not new, we just don't use it.
Although desalination is an old technology, it is not used. We have a sea, in which we are neither dependent nor limited. There are states like the United Emirates that have been living on this for years and it works well.
Israel is a desalination power all over the world, just not here.
Glaciers - we wanted to bring from Turkey. Complicated, but cheaper than salting
Regarding bottles - it is forbidden to bring bottled water because it only destroys not only the scenery but also the environment in the Ein Gedi area
maybe - Backup to Nir, response to Diana and Margo
You said beautiful things and creative solutions, but every solution has a meaning. Water desalination plant - what does it mean in terms of pollution? I haven't heard if they checked it.
Bottle recycling - although it will cause recycling if we raise the price - even if crime increases and gangs celebrate. That's why you need to refer
There was no economic reference to the glaciers - creative and beautiful, but I saw no economic significance
Our proposal of sanctions gives an immediate result - the factory addresses a problem and changes policy. The psychology works immediately. When the Tel Aviv Municipality worked on parking fines, you see how people think twice.
